The escalating conflict in Iran is casting a shadow over the multi-billion-dollar artificial intelligence (AI) and data center buildout in the Middle East, threatening to disrupt the region's ambitious tech plans. Tech giants like Microsoft, Oracle, Nvidia, and Cisco have invested heavily in the area, drawn by its cheap energy and supportive government policies. However, recent Iranian attacks on data centers in the United Arab Emirates (UAE) and Bahrain have raised serious security concerns.

Data Centers Under Attack

Iran's retaliatory strikes have already caused significant disruptions, with AWS facilities in the UAE and Bahrain experiencing outages that affected banking, payments, and other critical services. These attacks highlight the vulnerability of data centers in the region, which are now considered legitimate targets in modern conflicts, according to Aalok Mehta, director at the Center for Strategic and International Studies.

Shifting Investment Strategies

Experts warn that a prolonged conflict could lead to a shift in where future AI infrastructure investments are made. Patrick J. Murphy, executive director of the geopolitical unit at Hilco Global, suggests that companies may accelerate projects in more stable regions such as Northern Europe, India, or Southeast Asia. These areas offer more predictable power supplies, regulatory frameworks, and security conditions.

Major Projects in Jeopardy

Several high-profile AI projects in the Middle East are at risk. Oracle, Nvidia, and Cisco are collaborating on OpenAI's AI campus in the UAE, known as Stargate, which will span 10 square miles and include a 5-gigawatt capacity. Additionally, Saudi company Humain is investing billions in AI infrastructure, and Microsoft has committed $15 billion to the UAE by 2029. The security of these facilities is now a top priority, with companies considering contingency plans such as relocating to less vulnerable regions or enhancing current and future data centers with missile defense and counter-drone technology.

Government Support and Future Outlook

Despite the risks, the Middle East remains an attractive destination for AI investment due to its sovereign wealth funds, government support, and strategic location. Governments in the region, particularly the UAE, are likely to work hard to reassure U.S. companies and maintain their commitments. The UAE views AI as critical to its future and has invested heavily in the technology, playing a central role in major AI infrastructure partnerships.
