Anthropic's Fable 5 Ban Continues: Seoul Office Opens Amid Uncertainty

Anthropic, the AI company behind Claude and Fable 5, remains in a standoff with the U.S. government over the ban of its advanced models, even as it inaugurates its new office in Seoul, South Korea. The ban, now in its ninth day, continues to affect global users, while the company faces critical deadlines and ongoing negotiations.

Fable 5 Ban Reaches Day Nine

As of Saturday, June 21, 2026, Anthropic’s Fable 5 and Mythos 5 models remain offline following the U.S. government's export control directive on June 12. The API for claude-fable-5 still returns errors, and the refund processing cutoff for usage credits passed on June 20. Paid subscribers, including Pro, Max, Team, and Enterprise users, face full subscription prices for an unavailable model starting June 22.

Market Speculates on Restoration

The Polymarket prediction contract for Fable 5 restoration by July 2 has seen over $1.1 million in trading volume, with the market pricing a restoration by July 1 as more likely than not. However, the isfable5back.org tracker, which queries the Anthropic API hourly, shows no change. Chris Ciauri, Managing Director of International at Anthropic, stated in Seoul on June 18 that the models would be available 'within days,' but three days have passed without any update.

Seoul Office Opening Overshadowed by Ban

Anthropic officially opened its Seoul office on June 17-18 at the Conrad Hotel in Yeouido, marking its third Asia-Pacific office after Tokyo and Bengaluru. The event was overshadowed by questions about the Fable 5 ban. Ciauri provided the most specific signal yet, saying, 'We are very confident that in the coming days, the models will become available again.'

Strategic Partnerships in South Korea

Anthropic signed a Memorandum of Understanding (MOU) with South Korea's Ministry of Science and ICT, committing to collaborate on AI safety, cybersecurity, and model evaluation in the Korean language. This partnership creates a formal diplomatic channel, crucial for navigating the current ban. Major Korean companies, including NAVER, Nexon, Samsung SDS, LG CNS, and Hanwha Solutions, have announced significant deployments of Claude and related models, highlighting the region's growing importance for Anthropic.

Industry Impact and Future Outlook

The scale of enterprise adoption in South Korea is notable, with the country ranking in the top twelve globally for Claude.ai usage. Weekly active users of Claude Code in Korea grew sixfold in four months, and large-business accounts above $100,000 in annualized revenue in the Asia-Pacific region increased eightfold. As the deadline for Fable 5's restoration approaches, the industry watches closely, awaiting the outcome of negotiations and the potential impact on global AI infrastructure.
